When it comes to federal regulated companies under the Department of Transportation, employers Drug and Alcohol testing programs can be managed by a Consortium/Third Party Administrator to help aid in keeping them in compliance. The benefits of this service include maintaining required testing records and enrolling DOT safety-sensitive employees into a Drug and Alcohol random selection pool. 

 

FMSCA Consortium – Federal Motor Carrier Safety Administration  


Who falls under FMCSA - A consortium will often manage the DOT/FMCSA random testing programs of several employers. Any company with DOT/FMCSA employees can join a consortium, if they choose, to help take the drug and alcohol random selection process and maintenance out of their hands. However, according to the FMCSA, owner operators are NOT PERMITTED to manage their own random testing program and MUST be enrolled in a consortium to keep them in compliance. PHMSA Consortium – Pipeline and Hazardous Materials Safety Administration  


Who falls under PHMSA –  The PHMSA Drug and Alcohol (D&A) testing regulations in 49 CFR Part 199 require operators of pipeline facilities subject to 49 CFR Parts 192, 193, and 195 to test covered employees for the presence of prohibited drugs and alcohol.   • Part 192 regulates pipelines used to transport natural gas and other gas.
  • Part 193 regulates liquefied natural gas (LNG) facilities used in the transportation of gas by pipelines subject to the pipeline safety regulations in Part 192.
  • Part 195 regulates pipelines used to transport hazardous liquids or carbon dioxide.”
